The Local Government Cybersecurity Alliance (LGCA) is a national, non-commercial initiative dedicated to strengthening the digital defenses of American communities.
We exist to empower local governments in their fight against evolving cyber threats through shared knowledge, open collaboration, and access to trusted, vendor-neutral resources.
LGCA bridges critical sectors—bringing together public sector leaders, cybersecurity experts, vendors, and insurers—to confront these challenges together.

We envision a future where every public entity—from the smallest village to the largest county—has the knowledge, tools, and partnerships necessary to protect its digital infrastructure.
Regardless of size or budget, every local government deserves to secure the essential public services its communities rely on.

The Founders
LGCA was established by a diverse group of professionals committed to protecting the digital backbone of our communities. With experience across public administration, cybersecurity, risk management, and policy, our founders share a common goal: to build a supportive ecosystem for local government cybersecurity.
Donald Hester
Elisabeth Dubois

Elisabeth Dubois, Ph.D., is a co-founder of the Local Government Cybersecurity Alliance (LGCA). She holds a Ph.D. in Information Science, an MBA, and a B.S. in Digital Forensics, all from the University at Albany, where she also serves as an Adjunct Professor in the College of Emergency Preparedness, Homeland Security, and Cybersecurity.
In her professional role as a Cybersecurity Risk Specialist for the New York Municipal Insurance Reciprocal (NYMIR), Elisabeth works directly at the intersection of insurance, policy, and technology to help local governments navigate the complexities of cyber risk. Her deep connection to local government is further rooted in her active community leadership.
Beyond her professional and academic work, she is driven by a lifelong passion for empowering underserved communities through education, mentorship, and advocacy. She volunteers as Director of Marketing for The Global Child, is active on nonprofit boards, and is involved in several community organizations. Her hobbies outside of work and volunteering include gardening, reading, cooking, and supporting her husband and the bobsledding community.
Cesar Gamez

Cesar Gamez is an IT & Cybersecurity professional with 25+ years of experience across both public and private sectors. As the Information Security Administrator for the City of Roseville, he oversees city-wide cybersecurity compliance activities and operations. Previously, he led network operations for the City of Fresno, managed multiple technologies for the City of Visalia, and held various roles at Honeywell Aerospace and Sony.
A Certified Information Systems Security Professional (CISSP) and Certified Ethical Hacker (CEH), Cesar specializes in threat management, enterprise network and systems security, and cybersecurity governance. He is passionate about protecting organizations using a collaborative approach. In his free time, he closely follows Formula 1, loves outdoor karting and RC airplanes, and bible teaching, which he shares with his adult son, teenage boy, and wife.
Tom Pelster
Eudora Fleischman

Eudora Fleischman served as the Infrastructure Cybersecurity Manager and CISO for the City of Fairfield, as the first female and African American to hold this position. With over thirty-one years of experience in technology, she specializes in infrastructure architecture, cybersecurity, governance, risk, and program
management, and disaster recovery solutions. Her leadership in implementing secure digital technologies and the City’s Technology Risk Management program has addressed business challenges while safeguarding the
city’s technical portfolio. Eudora is actively involved on the board of the Local Government Cybersecurity
Alliance and in the GOVAI Coalition, which aims to foster a just future through collaborative governance and ethical technology use for the community.
Eudora has made significant contributions throughout her career, particularly in infrastructure and application architecture, cybersecurity, and governance. Her experience spans 31 years in the Health Care and Finance industries and local government agency public service, providing her with a unique perspective on technology’s role in addressing contemporary threats and evolving governance standards. She has successfully integrated risk management programs, advanced cybersecurity measures, and disaster recovery plans that cater to the specific requirements of her organization.
Driven by creativity and a passion for technology, Eudora has implemented secure digital solutions that not only respond to business needs but also enhance the enterprise’s overall security posture within the technical environment. Her commitment to excellence has played a crucial role in advancing the community’s digital capabilities and resilience against potential threats and staying ahead of emerging threats.
Eudora’s extensive experience equips her to design robust systems and governance programs that address the evolving threat landscape, ensuring the protection of critical assets within any organization or enterprise she serves.
Eudora’s engaging speaking style and vast knowledge make her a sought-after speaker on topics related to infrastructure, cybersecurity, disaster recovery, governance, risk, and compliance. She aims to inspire audiences by sharing insights from her extensive experience in the technology sector.
